If you are looking for a graphics program that costs nothing, then I can recommend GIMP from http://www.gimp.org . To go with this is a good tutorial, or series of tutorials, taking you from being a very beginner through a set of excercises in logical order. You get to make examples of things one by one with clear, easy to follow, directions. This is the same principle as used with the "In a Classroom" books that are used by teachers. Later, you can go to more advanced tutorials, but when you start you have no idea what goes where, or does what. For the average user, Photoshop is very expensive and complicated, but Gimp is a very good alternative with most of the important features and no price. Just go and look at the tutorials to see.
